Patras at a glance

Patras is the capital of Western Greece and the country's third-largest city, with 215,922 residents in the municipality and about 306,000 in the wider metro area. It has one of Greece's largest universities, a ferry port with sailings to Italy, and the Olympia Odos motorway to Athens. Units bought under the Golden Visa route may be let long-term only, so the tenants that matter here are students and hospital staff, not tourists.

Tenants

The university and student housing

The University of Patras is the largest tenant base in the city. Public beds cover a small share of it.

The University had 28,418 active undergraduates, 2,220 postgraduates and 1,787 PhD candidates in 2025. It offers about 840–890 public dormitory places (838 beds per eKathimerini), so most students who move to Patras rent privately.

Enrolment is not the same as tenants. Of the 4,881 students admitted in 2026, 372 (7.6%) did not register, or about 600 counting incomplete registrations; the rector points to rents. Students from outside Attica and Thessaloniki can claim a housing allowance of €2,000 a year (€2,500 if sharing), income-tested, for a lease of at least 6 months.

A second pool of long-term tenants is St Andrew General Hospital, 1.5 km away, with 465 beds and about 1,000 staff. The University General Hospital at Rio is 10.7 km away.

The location cuts both ways. The Koukouli campus is about 2.2 km on foot, about 29 minutes. The main campus at Rio is 9.4 km by road, about 13 minutes by car and 45–60 minutes by public transport (our estimate). The main campus is not walkable.

What the market asks today

Three reference points, each with its source and date. None is a forecast for MVR 19, and no rent has been set for its future studios.

The Geoaxis index puts the median asking rent for a typical student flat at €11.3 per m² a month, about €374 for 33 m², up 148% since 2017. Conventional studios of up to 25 m² in this part of the city ask about €250–300 a month, bills extra. Purpose-built studios cost more because they include bills and services: €500–650 a month all-inclusive, €710–740 full-service.

Local values against the €250,000 route price

Asking prices in Patras have risen from a low base. The €250,000 per studio is a legal minimum, not a local value.

Asking prices in Patras averaged about €1,467 per m² in Q1 2026, up 8.3% in a year; Achaia averaged €1,485 per m² in Q2 2026. New or renovated central stock asks up to about €3,350 per m². Measured against local market prices, gross yields in the city are 5.9–6.7%.

€250,000 is the minimum price per property that the change-of-use route requires. At €250,000 per studio, the price per m² ranges from about €9,045 (27.64 m²) to €15,347 (16.29 m²), against a Patras average asking price of about €1,467/m². Resale value outside the €250,000 route is not known; a registered valuer must establish it.

The gross yield at €250,000 is low

At €250,000 the gross yield is about 1–3% before costs, depending on the operating model; about 1.2–1.4% at €250–300 a month conventional rent (twelve paid months). An end buyer at this price pays for a property designed for the change-of-use route, not for its rent.

Illustrative, not a forecast: €300 a month, assuming 10.5 paid months a year, is €3,150: about 1.3% gross on €250,000. Bills are paid by the tenant.

Bills-included let

Illustrative: €500 a month, assuming 11 paid months, is €5,500 a year: about 2.2% gross. The landlord pays the bills and services out of that rent.

After running costs

Roughly 0.9–1.2% a year on €250,000 after bills, a letting or management fee, common charges, insurance, ENFIA and upkeep; the months and costs are our assumptions, itemised on the unit-sales site's illustrative year for one studio. From tax year 2026, rental income is taxed at 15% up to €12,000, 25% to €24,000, 35% to €36,000 and 45% above, after a 5% deduction.

A buyer who converts and resells the studios sells into the Golden Visa market. New applications in 2026 are well below 2024 and 2025.

These figures cover all investment routes. We have found no official split by route, so they show the direction of demand, not the size of the €250,000 segment in Patras.

New applications by Russian and Belarusian nationals, including family members, are suspended.

A 15% transfer tax for non-EU/EEA natural persons buying residential property was announced in September 2026, from 1 July 2027. It is not yet law, and its treatment of converted property is unknown. On €250,000 it would be about €37,500–38,600. We cannot say how it would affect demand.

The Olympia Odos motorway connects Patras with Athens. Suburban rail Line 2 runs from Agios Andreas to Rio in 14 minutes, about hourly; Agios Andreas station is about 1.8 km on foot, and the Line 1 stop at Antheias about 1.4 km.

From the port, ferries sail to Ancona, Bari, Brindisi and Venice, and a daily ferry to Sami (Kefalonia) and Ithaca. There is no through train to Athens today: the new line's Psathopyrgos terminus targets Q2 2027 and Rio Q4 2028. These are targets, not dates.

For a buyer who resells the studios

What the market evidence means for a seller of the units

The price of each studio depends on the route, not on the local market. Four rules shape any resale plan.

The €250,000 price depends on the route

MVR 19 is designed for the €250,000 change-of-use route. Eligibility of each unit is subject to: the change of use being completed under a permitting act issued on or after 5 April 2024; completion before the buyer applies; the full price being paid before the application, by bank transfer, crossed cheque or card into the seller's account at an institution operating in Greece, by the buyer, the spouse or relatives by blood or marriage to the 2nd degree. The Ministry decides each application.

After the first sale, local value

The €250,000 route can be used once per property. A later non-EU buyer of the same unit needs €400,000 and 120 m² of main area in Patras; a buyer who does not need a permit pays local market value. TPL makes no representation on how this rule applies to a whole-building transaction; take independent legal advice.

Long-term letting only

Units bought under the route may be let long-term only: no short-term letting (under 60 days) in the sharing economy and no sub-letting. Breach means revocation of the permit and a €50,000 fine on the owners and/or holders.

Each studio needs its own buyer

Where one conversion produces several apartments, each apartment is a separate property and can qualify on its own at €250,000 or more, subject to the same conditions. Each unit's eligibility is decided by the Ministry on that unit's own sale and file. Resale value outside the €250,000 route is not known; a registered valuer must establish it. New applications by Russian and Belarusian nationals are suspended.
